Description:

Investigative story into the life of Rafael Espinoza AKA Rafael Mora Lopez. Mora Lopez served 6 six years as a police officer using the name Rafael Espinoza even though he was in country illegally.

Writer would be required to do the following:

1. Get copy of the indictment and court records.
2. Check with DMV and obtain records on driver's license for Rafael Espinoza. How did he get a valid driver's license? Since early 2,000 motor vehicle departments were required to check and match Social Security records for driver license applicants. Does Alaska follow this rule and if so, did the department get a no match letter regarding Rafael Lopez/Mora Lopez? Obtain copies of the no match letter and determine what the department did with the information. Verify the Alaska Department of Motor Vehicles checks applicants against the Social Security database? If this procedure is not followed, determine why.
3. Writer would check Police Department payroll records for Rafael Espinoza. Did the Anchorage police Department ever receive a Social Security no match letters or information that two people were using the Social Security number Rafael Mora Lopez was using. The real Rafael Espinoza lives somewhere in the lower 48. The thief's wages would have been going against the legitimate owner's income and the legitimate owner may have been paying taxes for Mora Lopez.
4. It is the Internal Revenue Department's policy to notify the thief of the Social Security Number that someone else is the owner of the number they are using and ask them to explain and stop using the stolen number. This may not occur if the thief does not file his or her tax return or uses another number to file. Ask Loeffler , if Mora Lopez paid taxes on his income or did the real Rafael Espinoza. Did Mora Lopez file taxes using the stolen Social Security number or not? Will there be charges for tax evasion? Has the U.S. Attorney identified the victim, request the name and location of the victim so they can be interviewed for the story? Was the victim related in any way to the officer? Interview an IRS official regarding how Rafael Espinoza was not indentified.
5. Anchorage Registrar of voters. Did Mora Lopez register to vote using the name Rafael Lopez. Get copy of his voting record if he did register. Determine if he voted in any elections. Get copies of documents.
6. Did Rafael Espinoza own a home. Verify ownership through public records and obtain first deed of trust and mortgage information for the officer. Using a stolen Social Security card to obtain a loan would impact the victim's credit and is likely another crime. If the officer owned a home, determine if any banking laws were broken in obtaining the loan, if any.
7. Update the status of the case.
8. Has the department checked its other employees for legal residence?
