Freelance writing, comic book/ blog, pays $10-$20 per article

I am starting a new blog and comic book, I need a writer and illustrator. Looking for writers/bloggers/ illustrators to have on board. $10-20 per article, will look great on a portfolio/resume. Good opportunity for a novice looking for experience. Experience is not needed(though I will ask you to write a sample to see if you are qualified).
